Around 1860, Dawie Graaff embarked on his career journey at the tender age of eleven, relocating from the Overberg to Cape Town to work in his uncle's butcher shop. Remarkably, he secured a seat on the Cape Town city council at just 23 years old, ultimately assuming the role of mayor by the age of 32. His tenure as mayor from 1890 to 1892 witnessed the implementation of various progressive measures aimed at modernising the city. Among the areas where Graaff discerned significant potential was Montague Gardens.

Today, Montague Gardens retains its status as one of Cape Town's, if not the country's, most pivotal industrial hubs, a testament to Graaff's visionary initiatives.
